Xi Jinping’s Commitment to AI Development in China

HONG KONG (Reuters) – China’s President Xi Jinping pledged “self-reliance and self-strengthening” in developing artificial intelligence (AI) within China, as the nation competes with the U.S. for leadership in this crucial strategic area.
At a Politburo meeting study session on Friday, Xi emphasized the need for China to leverage its “new whole national system” to advance AI development.

- Technological Innovation: Xi acknowledged existing gaps and called for efforts to enhance technological innovation, industrial growth, and AI applications.
- Policy Support: He outlined plans for government procurement, intellectual property rights, research, and talent cultivation.
Experts believe China has reduced the AI development gap with the U.S. over the past year. Notably, Chinese AI startup DeepSeek gained global attention with its AI reasoning model launched in January, claiming to be developed with less advanced chips and lower costs than its Western counterparts.
This announcement challenges the notion that U.S. sanctions are stifling China’s AI progress, especially after the launch of OpenAI’s ChatGPT in late 2022.
Xi stressed the importance of enhancing basic research and mastering core technologies like high-end chips and foundational software. He called for an independent and collaborative AI software and hardware system.
He also highlighted the need for expedited AI regulations and the establishment of a “risk warning and emergency response system” to ensure AI’s safety and reliability.
Last year, Xi remarked that AI should not be a domain restricted to wealthier nations and advocated for increased international governance and cooperation around AI.
